Develop implementation strategies for the next 7 years, for the science goals identified in the August 3-4, 2004 workshop hosted by the Scripps Institute of Oceanography. Implementation strategies include, but are not limited to, observation operations concepts, technology/capability development, and science and technology tests and demonstrations.
